i hook it into the comp by way of USB cable, exactly like i did with the other comp...but when using any capturing program it says its not reading a video device, so that "install software" window comes up, the one that says connect to the internet blah blah....so i click that and it says software not installed...this is confusing me, i have no idea whats going on?
any ideas?

what operating system? windows xp usually can come up with the correct drivers for most popular cameras.
did you have to load a program for the old computer to recognize the camera? if the camera came with a disc, use it.

I have never connected my camera to me PC. I spent $10 on a card reader, and now I can use it as a small jump drive, as well as picture storage :)

Well.. i might be able to solve your problem if you told me what kinda camera it is. Try this:
If your camera has the "PC, Snapshot, Video" knob on it, put it on PC and it should say either "Mass Storage Device" or "USB"... select mass storage device then plug your camera into the comp. What this will do is make your camera act like a removable hard drive. But if that doesnt work, just tell me what brand and model your camera is.
