If whoever built the truck did actually title it in their name then they can just go to dmv and request a duplicate title. But if they bought the truck, built it up without ever putting the title in their name, then it would still be in the previous owner's name. The builder probably can't even get it titled unless they still have a notarized bill of sale. So I'm not sure you would be able to title it in your name without proof of buying it from the current owner. Also, you might want to check what the rules are regarding registration and inspection for an engine swap like that. I think NJ has some issue with a motor swap that has more cylinders than what the VIN says it should have. Definitely do some research before putting out any money on the truck.

Wow, that's surprising that it sounds that easy. Do they know you don't actually own it? You'll probably need a bill of sale from the builder and if his name doesn't match what they have on the system I would think they'll ask some questions. Did the name come back as the guy who built the truck?

Did you tell them that the truck isn't in your name? It sounds like they assume you already own it and just want a duplicate title. I would call them back and check again and explain the whole situation. Do that before you ever give the guy any money for the truck. I hope it's that easy, but with my experiences with dmv, nothing has ever been that easy even with vehicles that I had the title signed over to me.
