Ugh..... it is the most "bone stock" vehicle I have ever had.
96 Trans Am with a loudmouth cat back.
Recap:
The wife took it to wayne dmv - they failed the car for "no muffler/ too loud."
Fast forward to today:
I go to wayne dmv for reinspection. I provide the slp disclaimer which explains a resonator IS a muffler. Old guy looks under the rear of car car and tells me there is no muffler. I tell him where the resonator is. The old guy starts telling me a resonator is not a muffler. I again provide the letter disputing what he says - he calls his manager.
Manager comes over - takes the mirror and looks under the car and immediately comes up to me and says the car has no muffler. I sigh and tell him where it is and provide the letter. He looks under the car and says he needs to call his manager.
Now, a guy with a shirt that says "manager" comes up, listens to my story, looks under the rear of the car, i tell him to look at the resonator. He finds it and then looks at the cats. I tell him the cats are original and the resonator IS a muffler. He then tells me the car is too loud. I asked for a decibal meter - he shrugs his shoulders and says I've been doing this for years, I know what is too loud. I told him wayne has a DB limit of 91 - he looks at me and says "I don't know what you are talking about, flow numbers mean nothing to me, here is a phone number, it is the dispute line.
I leave there and head home.
I call 1-973-631-6550 for morristown dmv - they refer me t the "mobile unit dispute area." I call them at 973-631-6584 and speak with them.
I explain the situation - she says it is too loud. I asked for where this is stated in writing that it is "too loud for wayne." She disappears - manager gets on the phone. He tells me that a vehicle can have an aftermarket exhaust system but it must be equal in loudness.
Sigh - I give up at this point. I thought I would win.
F U DMV!!!!
My other car passed w/ flying colors with loudmouth!

Many moons ago I had the eminem debut cd before it came out playing in my s-10(which was about to fail for brakes) the kid who was doing the inspection apparently liked my cd so much he offered to pass it just for listening to it for a few mins. Moral of the story is start lower than $20 :lol:

man, just by reading this, i am infuriated. those motherf*ckers think theyre above the law. "i know what is too loud" my ***! well, the next time you run into one of those people and theyre trapped in their burning automobile and ask you for help, you tell em "you shouldve passed me" and let em BURRRRNNNNNNNNNNNNNNNNNNNNNNNNNN!!!!!

if the guy claims to "know" what too loud is, then he shoudl be able to define it in writing with some sort of tangable limits, such as the 91bd you mentioned.
short of anyone being able to provide that documentation AND the testing to prove the vehicle is above the db limit, they have to let you pass.
the same goes for any cop who pulls someone over for exhaust or stereo volume.

If you have a newer loud mouth without the resonator built into the intermediate pipe, you can buy the loud mouth 2 muffler and swap it. It's not as loud as the regular loud mouth, but has a nice deep tone. Either that try another inspection station or go to a private one.
And that whole "the car doesn't have a muffler" statement is bogus. What about a car like an SRT-4? Its original factory exhaust doesn't have a muffler. So would they fail that as well?

as soon as you mentioned the db test, they should have provided a meter, it's the law. i don't remember which thread it was (yours?), but searching for "db test law" or something will go back to the page i provided that has the statute number on it. i thought you'd at least print a copy of that and take it with you.

a turbo counts as a muffling device. same reason why deisel trucks dont need mufflers if they're turbo'ed

Ahh, I see. But now someone like me understands that, but I highly doubt the DMV would.

your time is money. Take it to a private shop and be done with it. I know principle is important but you are obviously dealing with a bunch of pricks. If you want to pass, I know some people in the Manchester, NJ area. He will know what he is looking at and won't give you crap unless necessary....which in this case he wouldn't. Good luck.

whats state inspection LoL thats why i refuse to deal with that crap and will not inspect my cars either my DD goes so far over that my dad finally takes it and deals with them or it doesn't get done, not worth it IMO waste of time and frustration for nothing.

The more i read this crap the more pissed off i get. you're a MUCH MORE calm person them i am, i would have getting pretty nasty...moslty b/c i would have known i was right and no one is going to tell me otherwise. without a decible meter "knowing" what "too loud is" is a matter of opinion, just like the answer to "what exhaust sounds better?".
what is state going to fail ppl for next; having their shift handle too short? F this, I'm going to go to a private station when my car is due. Not to try to "get one over" on the state, just b/c i don't want to deal w/ this stupid B/S. I'd rather pay money and not have any issues then go for free and deal with this. Just like having them put my car on the rollers when it is OBDII w/ NO "SES" lights on; they're going to break ur balls anyway they can.
besides, and i dunno is this is true; but if you fail at state (for any reason) doesn't that filter down to the computers @ private stations so you have to "pass" for what u failed for?

Hey, with Crayola Markers you can make the sticker also. just make a couple of the same ones so that when they fade in the sun you can replace it (i have seen faded, white, unlegiable stickers at shows before) :rofl: :rofl: :rofl:

Ha! Not sure what's required to sue a state agency in NJ, but in NY the procedure is a bit like programming an off-brand universal remote with instructions in Korean, except with a 10-second time limit.
You can file a request for an administrative appeal, but decisions like that are tough to get overturned. For the most part, states usually give deference to the deceisions of their administrators, which sounds all well and good on paper... until you consider the so-called "administrator" in this case is some yokel who doesn't know what a resonator looks like.
There may be some process specifically for appealing inspection decisions, but I'm not sure. If I get time today, I'll look into it.

Why not just put a muffler on it like the LM2? The original Loudmouth sounds like crap anyway and that resonator actually messes up exhaust flow more than a true muffler would. Why waste so much time fighting a battle you won't win.
gotta disagree with you jeff...a loudmouth on an lt1 sounds amazing :drool:

Oh man, these people are CLUELESS!!! You should have told him DB measures the SOUND levels, not the FLOW levels of a muffler. What an a$$hat. And if they can't provide the Db meter (as Jim said) then they have no grounds to fail you.

the law in NJ has nothing to do with who thinks "it's too loud" just by listening to it. SEMA helped us get out from under that one. they need a db meter in order to test your exhaust, it's all spelled out in the statute, and the limit in NJ is 95. if you even think you are going to have a problem with your exhaust, go to the local law library and get a copy of the statute (because obviously one copied from the internet isn't going to fly, half of you don't even buy it) right from the state law book and take it with you.
you can't win a fight if you don't stand up. the more you let them walk all over you, the more they will.

Somewhat true I know a guy with an 84 vette with a 2004 sticker same color as the new one.
