As long as you have no CEL you should be able to "pass".

yeah on 96 and newer vehicles, we plug right into the OBD-II diagnostic port. if you have O2 sims or whatever, a cool private inspector might be able to help you out. or you can rip off your tint and chance it at the state, as long as your computer reads correctly and clean!

Yeah, I Just went through with my truck that I knew was going to fail because there is no muffler, an ABS issue, and a few other things wrong with it, but they only failed me because the tires were too wide and stuck out past the fender. I was shocked, but its a 97 and like they said they only hook it up to the scanner. You may want to see if you can go through if you dont have an engine light...and ditch the tint.

Roll down the windows and pull the window fuse, say they just stopped working. my friend did that with his 82 pace car, surprisingly it worked.

Without cats and having the cutout, you may want to stay away from DMV since they do put the mirror under the car still even with the OBDII. You could get dual cats added to the y-pipe like I did, but your cutout and tint will still be an issue.

ok well ill close the cutout and take the shades off my ttops to get some light in to try to distract from the 35% tint..its light tint..that window idea wont work here. Hopefully ill pass. if not ill need a nice guy to give me a blind inspection

In New Jersey, your drivers side window has to function so you can manually adjust your rear view mirror.

Trust me I even had my mom try when I first got my car

well that's not bad. find a private inspector who sells tires and be like buddy, c'mon. should be money. make sure its not too shady. don't want one of those "test drives!" ( see - http://forums.corvetteforum.com/show....php?t=1924211 )

Yea, that doesn't work well when it's ~20* out....

The easiest thing is to keep your car as close to legal as possible and use dmv. Any "guy" who passes you illegally is wide open to get his butt kicked by the state for a hefty fine. So don't expect it to be easy to find someone willing to risk that. Posting about it on a public message board is also not the best idea either.

Take the tint off, get a two year inspection, get tint put back on. You only have to do it every two years, so in the grand scheme of things its not that expensive to do. Cheaper than some inspector who knows he can bend you over because he knows you know he's the only one that will pass you.

Tint is the cheap thing.
Tires are the other. Get tires for your saftey, not cause you need them to pass inspection.
