Motor help!! not an f body...

I got one of those pepboy special pocket bikes. Charged the batt. up and the motor thumps over really slow. Take the spark plug out and wing the motor over and it turns like it should. check spark, got it. Put the plug back in and same thing. What can it be?

my push mower had the same problem the other day...somehow the oil got about the piston and we took the head off and emptied it then emptied the whole case and then put new oil in and runs like new.
