If it's the same as my 97 there's a bolt that twists the torsion bar key. It'll be in the center cross member areas of the undercarriage right where the torsion bar ends.
However keep in mind if you crank the keys to raise the front end you're putting more stress on the bars and also changing the alignment.

If you get underneath it and find the bars, the bolts are towards the center of the truck at the end of the bars. I think you can safely get about 2" out of cranking them down. If it's just a plow truck that doesn't get driven much, I think you can get 3" by cranking them down fully. If it's a driver I'd only do about 2" and get an alignment afterwards. For a plow truck, just crank them and roll. How big of a tire are you planning on running? I think a 31x10.5 r15 is the most common on these trucks with a little lift

i plow with the truck and use it as a daily driver i just picked up a set of wheels on stock rims 30x9.5x15 the tires are ok they are all terrain tires it lifted the plow bracket up about a inch or 2 so it shouldnt bottom out pulling into driveways when the spring comes im going to rebuild the front end and put a liftkit on my truck
