Biz-****ing-are. No idea how they do that. Guess that's what you get when you build cars in 'Murica.
Should have made them in Korea.
Long story short: 20-30 cars might actually be missing a brake pad. The caliper assemblies are built in Korea, shipped here to the US. Apparently, the pads fell out. Big QC problem at Orion, not good, even if it is just a handful of cars. GM is recalling the 4.7k cars just to inspect, not all cars have missing brake pads.

Press hates GM no matter what, or anyone on top.
In the end, Sonic is the best car in its class, bare none, even with missing brake pads. Drive them yourself.

I know this is a breaking story but it just seems like GM doesn't do much damage control to me.

No, they do, but they seem to cause more damage in doing so.
Case-in-point: Volt's magical fires. Despite everything, the battery isn't the problem, it's the DexCool that circulates around it to keep the pack cool.
Apparently, when you get hit at 35mph in the side, it tends to shift things around a bit, and some coolant leaks out. Hopefully you can use the 3 weeks to get out of your wrecked Volt (because you will be able to walk as it pulled top honors in the crash test) discharge the battery and drain the cooling fluid before you start a small fire.
GM went full on assault, ready to take back your Volt's if you felt unsafe in case you were going to get t-boned, on top of issuing to the world that they will redesign the battery pack and that it was GM's stupid mistake all along, not that you got into an ACCIDENT!
This is different, GM needs to go sit in the corner for this for a bit, but in the end, it works out to about 20-30 cars for the 20k plus units they have already produced. Not a big deal, but something that GM will fix. Everyone in PR is on vacation, so I'm sure they won't issue major ass-coverage till Monday.

How does one not notice any brake pads? Test drives? Moving them around a parking lot? Should be QC at the dealer itself too.

The point is kinda staring everyone in the face:
Either there is no problem, and that it was the one car (no one has issued a complaint about poor braking anywhere) or that this car brakes within the registered and allowable means of its owners, even without the pad.

Even after we bailed them out and gave the unions billions of dollars, they are back to their old tricks by not putting in brake pads
Unhappy UAW workers who objected to the lower Tier 1 wages have started to sabotage production at GM's plants.
Take a bunch of relative half-truths, throw them together, and you have yourself a 1000 word story.

Using GM's new magnetic variable transfunctional braking system now, I guess Toyota just wanted someone else to join the "my car can't stop" band wagon.
