Does Englishtown allow cars with temp plates to run on the track? I want to get an idea of what my newly purchased z28 runs stock at the track tomorrow.

No worries. As long as you have a driver's license and a helmet you're good to go. Even if you don't have a helmet, you can rent one there for a few bucks.
