stock TPI fuel pressure?

what should my fuel pressure be at idle on a stock TPI system? i thought it was over 40psi right? i tested mine and its at 35psi all the time. when i rev it up it will spike to about 42psi then go right back to 35psi even if i hold the throttle open at a constant rpm. is that ok or sound like a bad fuel pressure regulator or fuel pump?

i want to say its about 43.5psi stock

43.5 with vac line off (wot) 36 at idle depending on vaccum

it always stays at 35psi, if i bring up up to 3k rpm and hold it the psi will jump to 43 and then drop quickly to 35psi again.... im thinkin a FPR but have no idea. the car also stuters and sometimes stalls but always starts back up

when the vacuum line is plugged in that is normal operation.. the fuel pressure varies with vacuum signal
