im not sure how they can get away with shortening yellow lights.. any traffic cops here can correct me if i'm wrong, but yellow light length is solely based on speed limit where the light is placed, and is 10% of the speed limit.. in a 25 mph zone, its 2.5 seconds, in a 50, its 5 seconds, 35 its 3.5 seconds etc etc etc, and i believe its based on motor vehicle law.

you are correct, the yellow light HAS to provide enough time to safely slow from the posted speed limit to a stop
