not sure about ls1's. i think it would just be very minor adjustments/plumbing. don't own one so i don't know for sure

Umm....why do you say that? There are plenty of cars on the road that have true duals from the factory, it's certainly not illegal.

exhaust must exit i think a foot (correct me if im wrong) behind the rearmost opening window

4" behind the last window....but I don't see how any true dual system that ends at the bumper would be illegal like he claimed.

yeah i was wondering the same. he doesn't have a cat conv. so i guess that would be illegal and if it isn't in the factory location thats illegal too. you can't change the number of cats either so i guess it would have to be a cali emission conv. 95 or later year z28 to make a true dual with cats and keep the man happy.
