Where can I have my 99 saturn sc2's diff pin welded? How much would it run?

Sort of. It would be a no-slip deal. Not even a differential.

You can probably just drop the transaxle to do it. There is a multitude of reasons not to do it, money is just one of them.

Diff PIN not DIFF.

If you weld the pin the pin cant come out and wreck your trans. Its ok, Im not having it done, I will be trading this car in in a few weeks.
