Probably because a single carfax report is $30 and a person with a month of access may be willing to do one for $5?

I'm no quantum physics major but I believe that makes sense.

Either way they do search around the internet and shut down people doing them for free. On supramania we had a guy running them at the dealership he worked at and he got the whole place kicked off. So just be careful and keep it to PMs if you do fine someone. Also send them my way...haha
