I remember the reports of the MTBE making people(gas attendants) sick from the fumes. Kind of ironic that adding liquid oxygen(loose translation) results in apparent lower gas mileage. Obviously, the colder air adds to the lower mileage due to longer warmups, lower tire pressure, etc. It's kind of like saying that the 10 gallons of gas you got is really 9 gallons of gas and 1 gallon of oxygen.

With more oxygen available you can burn more fuel, there's more combustion so you're more likely use to be using more... If that makes sense lol

I think that article is pretty old. IIRC MTBE was outlawed for new production a while ago. Manufacturers were able to continue to use old stores but not make new stuff. There is another additive to replace it now, again IIRC
