Title history

First, I hope this is the right section to post this. Ok, looking at this car to buy and the guys says it has a clear NJ title, but he bought it 3 years ago from Pa and it had a Pa flood title. Could this pose a problem?

I would definitely want to see the title before thinking about handing over any cash. If the title is not in his name but signed and dated then you might have problems if it was dated over 3 years ago. If it's not in his name and not signed over, then it would not be a good idea to forge a signature. If the title is in his name and he'll sign and date it, just realize the PA flood issue will always be in the cars history and lower the value to most people. I don't know if you can get that information removed from history even if the NJ title is clean.
