Fans wont turn on

I have a 2003 Chevy Malibu that I am having problems getting the fans to turn on. All the relays and fuses are good and I can turn the fan on using the OBD 2 Computers. But they will not turn on by themselves when the engine gets to temperture. Temp Switch has be changed, new water pump and thermostat. I am stumped any suggestions?

Did you run a power switch to see if the fan is good did you all so check the relay

Does the ECM see the temperature of the engine? Just because you replace a part does not mean the part is good or is working.

^^What bear said. What does a scantool show the coolant temperature as?

Did you disconnect the battery when you changed the sensor?

All the relays and fuses are good. Using the scanner I was able to turn on the fans at all speeds. The Car had overheated due to a leaking water pump so I am not sure if this car has some kind of safe mode Feature. Im thinking a problem with the ECM
