Fuel pressure issue

i am getting erratic fuel pressure. the fuel pressure gauge is bouncing between 50-60lbs rapidly, i would like pressure set to 50lb. i am running a HSR, 26lb injectors and holley afpr. i had the vacuum line disconnected and connected on the regulator and it doesnt make a difference. reving up doesnt help either and the only time stays even is when i let off the throttle for a split second.

im using a harbor freight gauge it is not a liquid filled gauge, im thinking that could be the issue. what do you think the issue could be?

Why so high? Can the pump even flow that ?

stock is 43lb, pump should be able to flow 60lb.
