Valley pan question

Got a pontiac 400 i'm putting back together after some work and im not really sure what to do with this hole in the valley pan. I'm prettty sure a line runs off it and goes in to the carburator but...

alligning a 79 TA frame to sit square witht the body?

I bought some new body mounts for my 1979 trans am and when I went to install them I noticed there was ajustments on all of the mounts. Any ideas on how to make sure the frame is sitting straight...

I'm sorry i ment to say a the 400 is a pontiac block, not a chevy. I have heard that the pontiac 400 is internally balcanced, that is why i am wondering if this would be the correct flexplate. Sorry...
