To update: After grinding/cutting factory bumper supports off, managed to get the new brackets on. Only used the bottom hole for now, before I drill the final home want to get another opinion on...

Negative, bracket is def welded to frame rail. No holes there other than the tow hook through bolt.
Ordered the brackets though, gonna see if I can grind weld then use it to align new brackets too.
