Yea, it's all about getting lucky. My uncle has a '93 vette and he has never installed the front plate, or even had the car inspected. He still has the new car dealer inspection sticker on it. Not that it wouldn't pass, (it is 100% stock, down to the tires and air filter) he just likes the look of the dealer sticker. FWIW, the car has less than 12k miles on it, so he's not on the road very often to actually get pulled over (plus he lives on a dairy farm in Sussex County, very few cops and lots of twisty roads in his area).
