Yes, but it would not make any power over 3500 RPM

If you had the intake fully ported and slapped on big runners, then you could prolly nudge that up to 4000 or 4200.....

Seriously though....the stock TPI intakes won't move enough air to feed a healthy 400. Now if you were going to an aftermarket style intake, or you were planning on "pressurizing" that factory intake, then all would be well
