I know we don't get many devestating storms up this way, but if we did, and your only home was demolished, wouldn't you want some help in rebuilding or finding a new home? Should the government rebuild the entire city with our money? Probably not, but help is necessary.

I don't think the guy meant the people that were elderly, sick/handicapped... given this situation, there were MANY MANY people that were told to leave, but decided to ride it out. I heard one woman's story on tv, how she and her husband didn't want to leave the city or go to a shelter, but felt it was unsafe to stay in their home... so... they decided to "ride it out" on their BOAT. Pure stupidity. Their boat was demolished during the storm and they had to be saved by rescue workers.
I think the guy is just trying to emphasize the point regarding the ones that could have left, but chose not to... elderly and handicapped excluded.
