there is a system in place, but they don't enforce it and 3000 is the magic limit for QQ plates (says so on the DMV website). you're supposed to get a triangle shaped sticker which is good for the life of the car. every three years when you renew your registration, you're supposed to take it to the exit door of the inspection station so they can check your mileage and stamp your renewal application.
i have an application here somewhere, but i can't find it.
you have to call an 800 number to get the application. your local DMV can supply the number. then you have to submit two photos and a photocopy of your title with the application and $65. i guess they want a visual on some of those street rods - the ones with like an original bolt in the chassis and everything else was changed...
SEMA has been instrumental in a lot of legislation. they're the ones that standardized the 3000 mile limit, both for insurance and registration purposes. now, if we can just keep the lack of inspection...
