I believe the exact rule is that if its a model that came with cats from the factory, you need cats, or if you get pulled over the cop can be a dick and write you the HUGE ass fine, whatever it is for no cats. If it did not come with cats, its fine.

I have what appear to be cats on my car.. however, they hold no purpose
