So ok i found as good as i am going to get with a N.J. State inspection opinion
My g/f's brother in laws father works for N.J. inspection station so i phoned him and he asking his father for me on the regulations plus i might talk to this guy personally today to find more about it and why for future reference's
Thanks for your input guys i appreciate it plus is something to do since my car is burried in the snow
