Yeah, sims will help you pass but if you pull in with hollowed cats and they can smell that the exhaust doesn't seem right they can still put it on the rollers and do the sniffer test which it would obviously fail. Once again, about the smell.... not if you tune out the cats. He's also saying just put cat shells aroudn the ORY (I assume at the same location as stock cats since they have to be by law... well you cant move cats).
