Any local DMV should do it. You probably got a jamoke behind the counter that didn't realize that "Collector" and "Historic" are two different things. Technically, you could get Historic (QQ) plates now, since your car is 25. Honestly, you probably should get those, because it's the same mileage limitation (3K/year) and it's just a one-time fee.
Anyway, the $25 fee is in addition to the $43.50 registration fee for the first time. After that, it's just the $43.50 plus the $10 per year.
