because of the larger bore of the 400 SBC there is less material in the webbing around a few of the main caps. with a 2bolt there is plenty of material to get a strong grip, with a 4bolt the outer bolt holes don't have enough material around them to be as strong.
the issue can be resolved by installing splayed caps and doing som efill welding on the original holes, but that is more work and machine shop time, so most people jsut look for the 2bolt block.
