The neon has gone a best of 15.7 just with the cold air intake.

I don't expect huge gains w/ the exhaust I have. It is an entire exhaust system from the manifold back. At best, 15.5? Also, the new exhaust is lighter

Larger diamter piping, higher flowing cat, muffler delete, 2 resonators added

I paid nothing for it
