You can't have universal hc at a state level. That would bring too many people in from other states. It's called creating a moral hazard.
Besides, unions fight universal HC (except the UAW, oddly enough) because many of the big ones have created their own
lucrative healthcare insurance system (like a blue cross, but for the union members).
