I read an article about when N.J. upgraded to the digital Licenses they were also looking at the option of a GPS implanted in the license also
Where if you had warrant's and ect.. they could pin point your location and pick you up...
But fortunately for us they couldn't afford to do it just yet... Because you know they wouldn't catch any real criminal's with it..

Same with in Texas a few insurance companies are experimenting with GPS system's in car's , So that they can bill your car insurance for the amount of time you drive and the hour of the day you drive
Where at certain hour's like rush hour and late Am driving put's you at risk with drunk driver's ect.. and they bill you based by their statistics
Right now it is just in experiment stage's and on Voluntary basis
Because rich people that own Multiple car's and don't drive them much complain they are paying to much for car insurance
Companies like State farm and another one i can't remember want to take it national

I for one can speak about the negative's with this technology back when EZPASS 1st started i traveled to Pittsburgh from Jersey and a few day's after i was home, I got a speeding ticket in the mail from the P.A. state police
Because they estimated my Miles traveled between toll's and calculated that i was speeding ... I managed to get the ticket dropped but it was still an unbelievable thing to have happen , And from some of the new's back then i wasn't the only one hehe

It is all just scam's for the State or Government to make more money off the middle class if you ask me
