$700 is not nearly enough to warrant a financial planner LOL. You can get a CD (certificate of deposit) at your bank which will pay you a better intrest than a savings account but you can't touch the money without incurring a penalty.
The best thing you can get for your car right now is free. Soak up as much information and learn as much as you can so you won't be pissing your money away buying and re-selling a bunch of parts that don't match, or don't fit, or aren't right, etc. Hi-po parts, cool looking rims, and other expensive parts are nice but if you have the goal of being road worthy then you need to learn the difference between nice-to-haves and got-to-haves.
