The thermo effects emissions because your car will run cooler. The factory thermo temp is set by what gives the least emissions, and a colder one makes your engine run at less than optimal emissions levels. Be sure to drive around a bit before you show up for inspection and you should be OK.
If your cats haven't moved then you should be good IIRC.
