It refers to the seal on the rug in the oval office. It was supposed to be one of the great "secrets" of the whitehouse that the seal on the carpet would mysteriously change from looking at the olive branch to looking at the arrows when war was declared. In reality, a janitor just changes the rug in the middle of the night. I learned that little tid bit in history class in elementary school.
