a little of both. the engine and power rules are completely unenforceable unless they have people sit there and pump each car for compression and puff each car for cubes and check each car for a stock tune and cheack each car for stock boost levels......... you get the idea
it also penalizes cars that add things like strut tower braces and such. what about the cars that come with that stuff? gonna make them take it off to level the playing field?
it looks like they started with an SCCA showroom stock rule book and let the kid in the helmet play with it.
so basically it boils down to, whoever has the most money to lie and cheat without it being too visible. not that it sounds like they will know what they are lookin at anyway.
