That is because you didn't buy the right 4th gen.. 98-02 LS1!!!
Even though out of all the 11 4th gens i owned 6 of them were LT1's and im no mechanic by any means but didnt mind the tight cramped quarters or the LT1. Did most of the work myself plugs,wires,alt waterpump,opti etc
