This basically happened to us too because of our crappy next door neighbor. On several occaisions. Actually, my dad was doing some yard renovations, and he's a licensed contractor, so he's allowed to do this, and he owns his own 12 ton backhoe which he was going to use for digging up some bushes. Anyway, the neighbor complained that the backhoe was at the back end of our driveway, so the township was sent over.

They inspected our backyard (while my mom was in the shower at the time and had NO idea they were out there) By the time they rang the doorbell to give us the citation my mom was out, they told her that the backhoe had to be moved off of the property (even though it's has registration) AND that the fiero in our backyard on the grass needed to be moved onto concrete. They said no cars are allowed on the grass, they have to be on pavement. WTF?

Anyway, we moved the backhoe back to our storage area, and the fiero got squeezed up onto the patio inches away from mine so that we could fit those two cars along with my moms. Pain in the ass. And you know what? The township never showed up after that to check, even though they said they would.

Try moving your car onto some wooden planks onto the grass and cover it. They shouldn't bother you. If they do, they'll probably tell you it needs to be on pavement or something. I don't know what to tell you after that point, unless you can get a hold of some transit tags to slap on your car. (they don't require registration or insurance) If they do this anymore though, you might have the option of filing harassment charges against your neighbor. if it gets that far.
