As a master of how to get back at the neighbors. I know in Manville several years back my parents neighbors called about a car that was flood damaged in the driveway. I asked a friend who was a cop and a car guy. The answer was put it on a legaly registered car trailer and park the trailer where you want. The car is then on a legal trailer and not on any part of the town or street. It still may work today and really drive your neighbor nuts.
