thats sort of the problem. 75% of the water from the north western ny basin ends up going down the three rivers in chenango county, one of which(the chenango river itself) cuts through my cousins property.
the water got so high last year that his fields were completely submerged and the water covered the several hundred yards between the chenagno creek and his house.
hopefully the slightly illegal improvements he made to the run off and spillway areas around the farm will work
