depnding on the cam size and gearing it is possible to get 25mpg with a carb'ed 350, but it would have to be a pretty mild cam. if it is an automatic you shoudl also check to see if the TC still has lock up intact as that will dramatically effect the mileage(easy eough to hook back up if it isn't there, but a good haggling point)
driving habits are a very big deal with a carb since they do not adjust for mild to moderate load, they just dump in fuel. roll into it easy and roll off the gas when slowing and you will be fine.
