No, he means that all Exxon and Mobil stations are not owned by the same company anymore. Brand name on the pump doesn't really have much bearing on what gas is used anyway.

My father has been managing several different gas stations for the last 30 years. He has been at the same station now since the summer of '99, and it was a Mobil when he started there. Several years ago, Lukoil bought the vast majority of Mobil stations in NJ and PA (and a few other states too) and they just recently rebranded them to Lukoil. Approximately 90% of the gas that gets delivered to my dad's station is from the Valero refinery.
