It means you need to bring the car to a state inspection place WITHIN 3 months, and after that the "voucher" is no longer valid (and you have to reapply, another $25, etc)
You do not get a new registration card, nor are there any real changes to your registration, you just get that voucher.

Thanks for the info. That makes sense. I guess then I'll just take mine this month for inspection, so I don't have to bother renewing the voucher again.
EDIT: I believe the first time you apply for a collector's voucher is $25. Each time thereafter that you renew it, it's $10, because the initial should already be in the system.
