I thin the key to resetting the record is going to be in the first 1/8 mile. Big HP or MPH is going to be tuff. there simply comes a point that spinning the engine higher isn't going to make more HP.

I will look for the posted rules, but it all stems back to a few different events where Bolt-on cars would race heads up, and the rules for bolt-on were nothing that touched oil, but since a lot of guys were swapping in 1.6 rockers there was an exception made for rocker arms. so basically anything can be changed on the car, but the motor needs to be stock except you can run 1.6 rockers and replacement valve springs. There is no limit on tranny, rear, streetability, etc...
If I recall a lot of the confirmation is based on vacuum level at idle, I think it needs to be over 18# or more vacuum too. I don't have to worry about that since I know mine motor is all stock...
