on any public road you must maintain the "flow of traffic", which is defined as staying with in 10% of the posted speed limit when there are other vehicels traveling on the road.
since speed humps are designed to be placed in 25mph zones and force people to drive 15mph, 20% under the limit, therefore forcing you to break the law because they are too lazy to send a cop down there to hand out tickets.
