if the block was cut and you said the caps were incorrectly install IE loose than cutting crank saddles again will result in a loose timing chain and possibly seal problems because of the height crank was moved up too far -- the crank and cam get closer together every time saddles are cut -- in some cases the dist ends up pushing on the oil pump and wipes it out - because the distance is not enough no up and down free play -- in these cases we have punched the block base next to the cap once its bolted with crank installed to tighten the cap so its alignment ends up being correct -- just a different way we do it to avoid the problems stated above -- hope in the end it all works out for you -- jz
