I think it started somewhere around 2002, where if you were born after 1984 you got a restricted license at 17. I remember because my grade in high school was the first to get it. The half of the grade that was born in 1984 got full licenses while the half born in 1985 got restricted ones. Nobody followed the restrictions though and most of the people that got pulled over only got hassled because cops thought restricted licenses were fake licenses
