I dunno man. Tapping a hole isn't that big of a deal, as long as you can get the tap started dead straight. But, if that crank doesn't even have a hole in it, you'd better do it with the crank out of the motor. That's a LOT of vibration to drill the hole and it would probably cause unnecessary wear on the bearings, not to mention being able to drill the hole straight and in the correct spot while working around the engine cradle and anything else in the way.
