1. No. Where is irrelevant as long as it's a valid sticker. If, however, the sticker is fake, he can and will ask where you got it. Whether or not you want to answer is your choice.
2. I don't know why it's there, but to the best of my knowledge, the police do not have hand-held scanners to check them on the street, so they're not for the cops. I believe it is more to ensure the sticker's validity within the MVC. It's another item that is not always easily counterfeited and can be spotted as fake by the cops, though.
3. Why would you bring it to the DMV after getting it inspected? Do you mean, if I get it inspected privately and two years from now take it to DMV, then no...again, as long as it's legit.
4. No. The police can run a plate and use the information to research your driver history (Abstract). They will know how many times you were ticketed or involved in accidents, but not how many times the car was inspected and where. Newer sytems allow police officers to make an entry when you're pulled over so that if another officer in another department using the same system runs your plate and/or pulls you over, they'll know you got a warning or ticket from the first guy.
