We entrust the police the the authority to make the judgment as to whether or not they are endangered by someones behavior. 94% of the time things move along fine and they carry out their job. In an instance like this you cannot blame an officer for feeling threatened by someone refusing to cooperate. A car is a weapon.

I do agree more detail is needed though.
