Mine was $35 on Route 202 just inside the NJ border from PA.

I thought the cost of fines were all the same, but dunno. This was 2006.
In any case, if you are going to keep the plate on there, only cover it with something if you are looking for an alternative fine for another infraction. If you have tinted windows, don't bother with the plate cover for that reason. Personally, I don't like the look. Leave it bare or take the whole plate off and keep it handy if you get pulled over.
